Previous studies have shown partly substantial variations in quality to occur in both energy consulting and in services relating to energy-efficient construction and refurbishment in the scope of the federal funding programmes. In 2011, the German Federal Ministry for Economic Affairs and Energy (BMWi), the German Federal Office of Economics and Export Control (BAFA) and the KfW Bankengruppe (KfW banking group) have decided to establish a nationwide, uniform database of experts qualified in energy efficiency. This measure is intended to ensure the quality of energy consulting services and energy-efficient construction and refurbishment under several funding schemes. The list of energy-efficiency experts contains exclusively experts whose qualifications have been verified. Not only have these experts to meet certain requirements with regard to their vocational training, but the qualifications of the listed experts is also subject to regular reviews.
